To support a planning application for additional apartments supplementary to the previously approved Permitted Development
- Transport Statement for Change of Use
A Planning Application for change of use had been approved for a Permitted Development from B1 office to 29 residential units (Class C3). A further Planning Application had been approved amending this scheme by forming a pitched roof to provide additional second floor accommodation. This supplementary Planning Application proposed an extension to provide a further 11 apartments.
For a Change of Use from Office to Residential, the Transport Statement should ensure that the development satisfies the relevant policies set out in Local and National guidance by encouraging sustainable transport use, providing good access to local services, and minimising additional pressure on local highways.
TRICS data for similar developments of flats in or on the edge of the town centre was used to demonstrate that the traffic impact at peak hour was extremely low with an insignificant impact on the local highway.
The site was designated as Inner Urban to the town area. The undercroft parking areas were re-assessed in accordance with the Basingstoke and Deane Borough Council Residential Parking Standards, to provide car parking spaces for residents and visitors.
Similarly, on site secure Long Stay and Short Stay Cycle parking was determined in accordance with Basingstoke and Deane Borough Council Cycle Parking Standards.
The Transport Statement confirmed that the site was in a sustainable location very close to the town centre. Local buses and the railway station were within easy access. The Transport Statement concluded that the proposed development could be accommodated without detriment to vehicular flows and road safety on the surrounding highway network.
